In 2018, East Riding of Yorkshire Council convened a panel to review how it communicates with town and parish councils. The review involved six ward councillors and included a survey of all town and parish councils. The panel considered the survey findings alongside feedback from councillors, clerks and other stakeholders, publishing its final report in 2019.
Since then, the Council has continued to monitor progress against the panel’s 11 recommendations, one of which was the establishment of a Town and Parish Council Charter. As part of this ongoing work, a further survey was conducted in 2024 to understand whether communication with town and parish councils had improved and to identify priority areas for development.
From the 2024 survey the Scrutiny Committee recommended the Parish Open Door continued gathering of feedback on communication through regular reporting within the Parish Open Door service.
To support this work, the Council is now undertaking a new survey to build on the views gathered in 2024. The aim is to understand what progress has been made since the last survey and to identify any areas where further improvement is needed. It would also be useful to get feedback on the Charter whilst we are looking to revisit the document.
