Introduction

The Draft East Riding Design Code aims to encourage the creation of connected, distinctive and inclusive places that are walkable, green, and sustainable while taking into consideration their context:  the built environment and the landscape. It provides design parameters for new development in the East Riding. The codes are based on feedback from a public survey carried out in March 2022 and developed over the following year with further stakeholder engagement.
 

The council previously conducted a period of public and stakeholder consultation in late 2023 and early 2024 on the then draft Design Code.  Changes to the 2023 draft code have been made based on the feedback received during that period of consultation. Some of the changes made include:

·       Combining the authority wide and place type codes onto the same page instead of being in separate chapters

·       Removal of required process requirements

·       Clearer code requirements and guidance 

·       Changes to the layout and imagery across the code  

·       A new compliance checklist format

Further changes have also been made to the document to reflect the local plan update to ensure the requirements reflect and deliver the aims of the updated local plan. The current consultation is asking for public feedback on the amended draft code 2024 which the council  plans to adopt as a Supplementary Planning Document (SPD) to the East Riding Local Plan. Once adopted the code will be considered for all relevant and required planning decisions; giving applicants more certainty on the design details required for applications to be successful, and communities more confidence in the quality of design new developments must meet.

It is a requirement of the National Planning Policy Framework (NPPF 2023) that local authorities develop design guides and codes for their areas. A design code helps to clarify how the policies in the local plan should be applied, by providing further and more detailed requirements and guidance. The draft code includes both guidance and codes that aim to assist a diverse set of users, including applicants, decision-makers, and communities to access the quality of planning applications and new developments within the authority.

The draft code takes into consideration the landscape and the rich history and heritage of the East Riding. It seeks to encourage the creation of places that link people and nature, and where residents can enjoy a healthy lifestyle.
 

By investing in design quality now, we expect there to be a long-term benefit to East Riding residents for many years to come. 

The consultation will be open from Monday 21 October 2024 to Monday 2 December 2024.

Following the consultation period, the feedback will be collated and reviewed. Where appropriate changes will be made to the draft document prior to adoption of the document. It is anticipated that the Design Code SPD will be adopted in early 2025.
